As a resident of Reno, NV, I must say that I have not, until the recent attacks on university students, considered this city a place lacking so severely in morals or individuals dedicated to their promotion as you say it is.  As with all places in this world, Reno is a city comprised of both good and bad; I have seen both.  Simply because it does not comply with your definition of "godly" does not mean God hates it, or that He would inflict such hatred upon it.  He would not punish one person for the sins of a community, as you say.

Neither Reno nor its police force created a serial rapist and murderer.  One individual took advantage of young women by his own choice.  He will be caught and he will answer for what he has done to them.

While I do not agree with your beliefs or how you go about illustrating them to the world, I believe you do have a right to them.  However, the care and concern you do not take when voicing your opinions does nothing to serve your purpose.  You wish to teach the public about godliness, yet the way in which you try is so abhorrent and ungodly in manner to the community that it does not listen, and your purpose is therefore defeated.  Dr. Martin Luther King, Jr. protested peacefully and was heard by the world. 

Let Brianna’s family mourn in peace.  If you must, protest elsewhere. Perhaps your time and effort would be better spent helping this city heal from Brianna’s murder by helping to catch the true evil of this case- not the Reno police, but the man who ended a beautiful life.
