Picture it: Arrogant Baltimore PD detective off duty, out celebrating 38th birthday. (Chief says he’s “fantastic”= he’s extra-evil.) He gets in argument over parking space. Classy. Next thing, contender picks up chunk of cement and strikes him in the head, killing him. GodSmack!
